The Failed Implementation of the Electronic Prescription in Germany - A Case Study

Many countries worldwide are striving for improving the quality of care and for reducing costs in the health care sector by establishing large IT infrastructures. In Germany, the introduction of the electronic health card and the national telematics infrastructure is lagging years behind the original schedule. In this paper, we describe and analyze a case study of one selected part of this ultra-large intervention. The selected part is the failed implementation of the electronic prescription. The related activities started in 2003 and ended in 2010 when a decision was made to abandon this part of the intervention. We present a detailed analysis of the project and identify 14 reasons in five categories for the project’s failure. Furthermore, we provide a multi-layered overview of the episodes and sub-projects

Modeling the C(o)urse of Privacy-critical Location-based Services – Exposing Dark Side Archetypes of Location Tracking

With the ubiquitous use of mobile devices, location-based services (LBS) have rapidly pervaded daily life. By providing context- and location-specific information, LBS enable a myriad of opportunities for individuals and organizations. However, the manifold advantages come along with a radical increase in location privacy concerns and non-transparent data flows between the various actors involved. While research often focuses on protecting the dyadic relation between the user and LBS provider, the entirety of dark sides constituting privacy violations remains hidden. In this paper, we follow the paradigm of architectural thinking to shed light on the diverse dark sides emerging in today’s LBS. By drawing on a multiple case study and developing a notation for architectural maps that help understand LBS from a socio-technical and privacy-oriented perspective, we reveal six dark side archetypes of LBS

AGILE PORTFOLIO MANAGEMENT: DESIGN GOALS AND PRINCIPLES

Digital transformation and the resulting volatile and unpredictable business environments challenge traditional enterprises to continuously fulfill and surpass customers’ expectations. They need to become agile in its organization by proactively sensing the unpredictable change and responding accordingly with speed and dexterity. While many organizations are quite advanced in realizing adaptivity at the operational level, strategic agility in general and in portfolio management in particular as linking op-erations and strategy for satisfying the customer needs is in its nascence. To identify the baseline for portfolio management for achieving agility, we derive four design goals for an effective agile portfolio management system, six design principles on how to achieve these goals and show an exemplary setup with design features. Our results are based on a research study with empirical insights from six com-panies and theoretical input from thirteen existing case studies and eight frameworks for scaling agility to the portfolio level. By deriving design principles for an agile portfolio management system, our work closes a gap in existing research, which focuses on principles for adaptive IT portfolio management processes instead of proactive enterprise systems, insights on individual portfolio practices or non-generalizable blueprints for an agile organizational setup without showing alternative approaches

Enhancing the Building Information Modeling Lifecycle of Complex Structures with IoT: Phases, Capabilities and Use Cases

In the construction sector, projects for building complex structures often exceed estimated costs and time. Therefore, enterprises in this sector rethink and improve their processes. For addressing this challenge, the discipline of Building Information Modeling (BIM) developed new process models to optimize the lifecycle of structures by leveraging technology and data sharing. Recently, enterprises explored the use of IoT technology for generating valid and up-to-date data. In this paper, we present an IoT capabilities map for BIM. This map employs BIM phases and capabilities to provide a structured overview of use cases from the literature and an empirical study we conducted in the rail construction sector. The map helps to guide further research in this area and provides blueprints for companies in the construction industry that seek to make use of IoT for improving their processes

Digitalization of the Banking Industry: A Multiple Stakeholder Analysis on Strategic Alignment

Today, enterprises from many industries experience that moving towards a digital business is a major challenge. The banking industry is heavily affected by the digital transformation as customers’ expectations drive the need for adapting strategies, processes and IT. So far, studies on the digitalization in the banking industry have either focused on the strategic level, the customer perspective or the internal perspective. In our study, we integrate the findings of previous studies for each perspective by employing a multiple-stakeholder analysis. The results show that the internal processes and IT systems are not yet ready for meeting the demands of the strategic and customer perspective. The banks’ digital strategy is often well-aligned with the customer needs but both are weakly aligned with the internal organization and IT. Especially the low integration of IT and the low degree of process automation are identified as inhibiting factors for the digital agenda

Selecting and Adapting Methods for Analysis and Design in Value-Sensitive Digital Social Innovation Projects: Toward Design Principles

Digital Social Innovations (DSI) aim to address social challenges, such as poverty and inequality, with information and communication technologies. The development of such innovations requires a broad understanding of the DSI ecosystem and the pluralistic values of the involved actors to enable sustainable development and long-term anchoring. In value-sensitive DSI projects, actors need to combine methods from DSI and Value Sensitive Design (VSD) with methods applied by the IS community for developing digital services. In this article, we address the challenge of selecting, adapting and combining methods in DSI projects. Based on the reflection of an action design research project related to the development of a digital donation system for homeless neighbors and a literature analysis, we developed design principles (DP) for the selection and adaptation of methods for supporting value-sensitive DSI projects

Charting the Emerging Financial Services Ecosystem of Fintechs and Banks: Six Types of Data-Driven Business Models in the Fintech Sector

The competition and the collaboration of established banks and challenging fintechs are expected to dramatically change the financial services ecosystem. The different types and roles of fintechs as new niche players in the ecosystem are not well understood so far. However, a better understanding of these types and roles is required for incumbent as well as for new actors for defining and aligning their strategies. In this paper, we analyze the business models of 195 fintech companies with a special focus on the role of data. Based on this analysis, we present a structured overview of fintechs’ business areas as well as six data-related business model types. This paper contributes to the research on data-driven business models and business ecosystems by applying and modifying an existing approach for classifying new niche players based on the data dimension of their business models

End-users’ perspective on digitalization: A study on work order processing in the German banking industry

The current wave of digitalization has an impact of several industries, including the financial service sector. While the current situation and arising challenges have been analyzed from a strategic perspective and from the customer perspective, research on the internal end-user perspective is scarce so far. Based on an online survey in the German banking industry, our study identifies several challenges for banks in the field of internal order processing including a lack of integration among the IT systems in use, non-realized potentials of automating the processing of work orders and a lack of training for the end-users. With our study, we add the end-users’ perspective as an additional relevant facet to the discussion on current digitalization activities in the banking industry

Supporting Cross-Organizational Assimilation of IoT Innovation Exemplified by the ChainPORT Initiative

The chainPORT community of port authorities (PAs) around the world gave their commitment to collaborate. Many PAs developed Internet of Things (IoT) based solutions to increase their operational efficiency. Within its IT solutions workgroup, the challenge of supporting the diffusion and assimilation of these IoT innovations was adressed by creating a centralized communication platform for IoT solutions to allow inter-organizational knowledge exchange. We draw upon the knowledge gained by analyzing 24 solutions from 8 port authorities and present concepts on how the specific challenges in this setting were adressed and what principles guided the creation of the emerging IT artifact
